Dato’ Dr Lai Fong Hwa graduated in medicine (1987) and psychiatry (1994) from University of Malaya. He pursued sub-speciality training in child & adolescent psychiatry in Oxford, United Kingdom from 2001 – 2002. Dr Lai has been practising as a psychiatrist in Hospital Pulau Pinang since 1994. Working as a general psychiatrist between 1994 to 2000, he spearheaded depression awareness programmes and also established a community psychiatry home visit team.

Upon his return from Oxford in 2002, Dr Lai focused on developing a multi-disciplinary approach to child & adolescent psychiatry by setting up services through smart partnerships with NGOs. In 2008, Dr Lai formed the Penang child trauma psychosocial support team with training funded by the private sector. The Ministry of Health subsequently invited the Penang team’s senior members lead by Dr Lai to conduct training to establish psychosocial trauma response teams in Malaysia.

The Governor of Penang has bestowed 4 Penang state awards on Dato’ Dr Lai in recognition of his commitment to mental health services. Dato’ Dr Lai who was awarded Tokoh Orang Kurang Upaya in 2006 has less than 2% central vision.
